Public – private partnership – a guarantee from transparency in local government of the Municipality of Kaolinovo


Dobrudjan Agriculture and Business School Association, founded by the International University College, successfully developed several projects regarding development of public society and its successful interaction with local authorities. Its involvement in control and determining local policies of as many representatives of local authorities as possible, who defend the interests of various groups of people - the business, young people, the minorities, etc. - has a positive impact on any town or village regardless of its size.
In the Municipality of Kaolinovo, we found a reliable, open to implementation of good European practices, team, which was ready to apply the suggestions of the project team to increase the transparency level of the local government.
Insufficient budgets and small towns and villages, which strive for development, force the local administration to turn to alternative ways for provision of social services. The model of public-private partnership, widely popular in the progressive European countries, slowly opens its way in Bulgaria too. Unfortunately, its advantages are obscured by corruption schemes and a lack of transparency.
This project, and its realization in the Municipality of Kaolinovo, was a step forward to promotion and increase of trust in activities realized by the principles of public-private partnership.  
Local business organizations, along with NGOs and citizens actively participated in the campaign "Transparent government and prevention against corruption through provision of transparency in assignments of public procurements in the Municipality of Kaolinovo". Their activity was supported and consulted by the Strategies for intervention in creating transparency on a local scale, specially developed for the purposes of the project. The beginning was marked with a conference, organized in the town of Kaolinovo, which gathered 51 participants, representatives from the Municipality, NGO, business people and the media. There were five work teams, which managed the lobbyist campaign in separate directions - evaluation and monitoring, access to information, business ethics, institutional reforms and presentation of specific approaches. They managed to get a lot of experience and achieved serious results in their work with the local administration in the framework of the project.  
The successful realization of the transparency model for governing and public-private partnerships was backed up with the serious base of the anti-corruption package, developed by the team, which included a Handbook for contractors of public procurements and presentation of the opportunities for access to public contracts, a Handbook for public - private partnerships on a local scale. Different cases were acted out, and discussed, in public in the framework of several serious training courses. They were aimed at local initiative groups - "Monitoring of concession, privatization contracts and agreements for public procurements" and "Indicators for evaluation in assignment and realization of public procurement, privatization and concession contracts". The initiative groups consisted of 82 participants.
For such an enterprise to succeed, it is vital to have a local administration prone to support the dialogue with the public. In that, the representatives of the Municipality of Kaolinovo, can be made a positive example, as 20 of them were included in an educational course for increasing their skills for presenting information on the Internet.

The great success and the work that has been done is evident in the ideas for realization of successful public-private partnerships on a local scale, that have sprung up in the course of the project:
o    Establishment of a socio-cultural centre at Prosveta community centre, which can provide education for the women of the municipality to acquire skills for a better personal realization (e.g. computer literacy, crafts, application techniques, etc.);
o    Establishment of a communications club for young people at Prosveta community centre;
o        Development of a programme for social integration of disabled people through mastering fine arts and crafts;  
o        Regulation for a trash depot in Kaolin and organizing the cleaning of Kaolinovo Municipality; There must be a general decision for recycling the land around the mines of Kaolin in order to be turn it back into common agricultural land;
o        Establishment of ecological association and taking part in local and regional projects
o        Qualification programmes for unemployed people including courses in entrepreneurship and starting of a business, structure development supporting the business and providing services in the bigger villages.
