Integrated system for building of capacity for a NGO for effective partnership with state administration

With the realization of this project the team aimed at the acceleration of youth NGOs in the region through an increase of their management skills, creations of a partner network and a pilot model for interaction between local authorities and young people.

The activities of the project were done in three main directions - setting up a Management Academy, establishing a Partner Network "Dobrudjan Youth Alliance" and a research for successful practices and European legislation in the sphere of youth policies.

After numerous work meetings, interviews and a research of the demands for a NGO in the whole region, it became clear that young people need additional knowledge for state structures and local authorities as well as skills to draw attention to the subjects of their interest, to discuss them, to stand up for their opinions, to manage organizations and initiatives. That is why the team selected 3 modules in the Management Academy - "Local Management policies and practices", "Public relations", and "Organizational Management". The training gave an opportunity to 90 representatives of NGOs to take part in a radio show, to develop management strategies, to get to know the opportunities for financing and the mechanisms for management in the executive authority on a local and regional level. The Modern Education and Science Foundation set an ambitious target to turn the Academy into an annual educational forum.

In the end of January 2009, the Partner Network "Dobrudjan Youth Alliance" was constituted. It integrated the efforts of 29 organizations in the realization of youth initiatives and, as a result, it was welcomed with willingness for mutual work on the behalf of the local authorities. Another positive starting point for future initiatives were the good practices of over 12 youth organizations from Sweden, Germany and Ireland, which were visited by a team from the project. The experts were delighted by the high level of influence that the NGOs in the mentioned countries have gained, both on local and national scale. The student organizations can influence the taking of decisions in regard to the legislation in the field of education. The young people have gained the right to form Youth Parliaments and Youth Municipal Councils, which can directly take part in developing and managing of policies.

Young people spend much of their time in the Internet and that was the reason why the team set an online communication and distanced teaching platform in the three modules of the Management Academy, accessible through the site of the project (http://www.f-mon.org). An Internet youth forum, which gives an opportunity to discuss problems, partnerships and initiatives, was formed (http://www.f-mon.org/forum/).

A lot of important and interesting materials were produced in the project. They were connected with youth policies on a national and European scale. The issued books for the project that were included in the Management Academy - "Local and Management Policies and Practices, National Specifications and Intercultural Dimensions", "Public Relations", "Organizational Management" as well as the prepared Report - review of the European youth legislation and the brochure "Good National and European Practices for Effective Partnerships of Youth NGOs" - aimed at increasing the knowledge and the capacity of the target group as well as a stable tendency for upgrading the existing data base of knowledge and skills.
